This means you have two options:

Option A. Work vigorously to improve their country of origin through economic means and getting their standard of living equivocal to the country they are flocking to. This option, though noble, hasn?t worked well in the past and in most cases simply can?t work.

Or

Option B. Impose heavy fines along with prison sentences for those who are hiring illegal immigrants, thus preventing them and others from hiring illegal immigrants period, thus taking away the primary reason that illegal immigrants flocked to the country to begin with.

There are really no other options available.
