Seems a little risky if you don't have the right docs and most of that content doesn't at least in the past it didn't

Ok assuming they replaced exemption (e) from 2256 back into 2257 *revised, which has been said that they indeed did. Then just nudity and such is indeed 2257 exempt, like it was prior to the 2257 revisions.

It depends. If the nipples are hard - and you can't prove it was cold that day - then you're in big trouble. ...if they have no breasts to touch at all - don't post it.

2257 is for sexually explicit material. So it depends on what is going on in the public nudity content. Non-sexual nudity alone does not fall under 2257 (i.e. girls flashing). On the other hand if you've got two topless girls dancing and feeling each other up, that may be a different story.

I was thinking about launching a public nudity site but seems a little to risky.

I am just telling you what the law says. Though I am sure you have a lawyer for this, I know I do.

Though I will stand by the fact that plain old nudity, flashing, and the like does not need an ID to be legal, since 2257 would not apply to it.
