Find one that is reliable and diligent, and then work a deal with him/her to be available when you need him/her. You'll pay a bit more, but that's the only way that you will find what you are seeking.
This hire by the week thing would be a nightmare for an outsourcing company and is a weak business model imo.

Czech/Ukraine coders are more efficient and easier to work with than Indian coders.
Indian coders ask you the same questions repeatedly that their own common sense should have answered for them before they make a move which slows down progress dramatically.
European coders think about it analytically and just do it.

Also, don't fall for the $15 trap. Don't be afraid to spend $30 an hour on a reputable outsourcing firm. You will finish faster and with better results in most cases.
All of them will require you to call them on their bullshit as they will all try to pad their hours if they see they can get away with it.

I am working with a russian guy for over a year now.
I like working with him, but he's always 'busy', leaves for days, and i found out that the code he created is pretty sloppy, full with functions from other jobs but mine.
I'm a neathfreak, so codes must be clean and nice. Organized code says something about the programmer, unfortunately, i have yet to see an organized programmer, lol.
