It's because with most countries the only passport check is done by the airlines on exiting flights, The government only checks those arriving.
I think the UK has now changed and checks both those arriving and leaving.

Holland checks those leaving cuase they grab you for tax/parking fines etc.

Spain's even easier, the UK is not part of Schelken so I should show my passport when coming here, I've never once shown it, they just wave you through when they see the cover is EU.
