I'll be frank, I'm not at all certain on the specific situation raised above, I just remember that this issue has been raised before and 3xTom and Selena have provided the correct explanation for it.
I am, however, familiar w/ NATS linking practices - If you link via TRACK links in nats [ie, the normal way] - cookies will always be rewritten. If you send via STRACK links, they are usually overwritten, but that is optional [the trailing 1 in a link].
If you send to a tour with just a GET variable ?nats=12345 without sending to a track link first - SOME SITES will take the cookie values over the GET variable.
All our sites DO give the GET variables preference, however.
Not sure if any of the above helps, but it's some background.....
