GET A LAWYER! Seriously, open your phone book and call a few lawyers. You can explain your situation over the phone in about 5 minutes, if they have time to listen. If they don't, find a lawyer who will give you a free consultation. Most of them will be able to hear you out over the phone and give you an idea of what it will cost you and what your legal options are.
Basically, you might be looking at paying a small-time lawyer $250 an hour to get on the Internet, check the two sites in question and write up a letter telling the thief to stop using your site design and text to avoid a lawsuit. (It's called a cease and desist letter.) You can probably get all this done for $250 or $500, maybe $1,000 max. It's worth it.
If you have dated material showing when you designed, created and/or launched your site, print it out and take it to the lawyer when you see him. Good luck. Let us know how it goes. I hate Internet thieves!
