It's not legal but it's somewhat tolerated if you are discreet(If you are doing your tourist that is screaming everywhere while drinking... good luck). You need a bag over your beer. I got caught a few times in the summer downtown during the festivals and they usually tell you to just drop it in the garbage bin or to empty it.
If you are discreet you can even drink in your car while driving(not recommended unless you are a moran) but I've seen it done plenty of times.
