yeh i agree with smokey, dont be horrible to this guy, its obviously a mental illness rather than him purposely pissing you off.
but i feel if u dont act now, the stuff hes doing will rise to more extreme levels. keep calling the cops IMO, even if they do little. if you keep calling them, they will eventully sort things out.
