A lot depends on your CC processor or software you will use to manage the program. I'm an affiliate, not a sponsor, so there are others around with some experience.
I think in the end, it boils down to how much money you have to kick start the program. So far it sounds like a single site program. Maybe it makes sense to hook up with someone that has all the tools in place?

If you're looking for female traffic - I'd offer a special bump for female webmasters! You know, a basket of bubbly bath products with a flogger thrown in for x number of signups.

Spend some time on the other forums here at GFY as well, dont just focus on the main forum because each is like a community unto itself and you dont want to isolate anyone.
People here love fan signs and they drool constantly over models here but most wont link to you unless they are getting paid for it, fan sign or not, so get yourself a model doing domination and punishment pics, do a few dozen fan signs, and more than likely earn a few dozen affiliates looking to get paid along with their free picture.
