In most big cities tap water = recycled water. They run toilet water (shit & piss) water through cleaning vats, using a ton of chemicals to purify it.
In some small towns they indeed use underground water.
Mineral water is usually very pure, as it runs through very think layers of soil, thus being filtered naturally.
