they have the brains to concoct these brilliant plans, but they dont seem to be able to cover it up very well
they couldnt use the phone or see the people face to face for sensitive stuff? they had to send it through email? thats the stupid part
at least the other administration were smart to cover up a higher % of their misdeeds
