This avian flu could be a monster health threat, but I think there are enough resources on it right now that it won't turn into a crisis situation.

I'd love to see how the military thinks they could quarantine a city like LA with 10 million people when they can't even keep our borders sealed from wetbacks coming over by the thousands on a daily basis. I am about to choke on what I am about to say but here goes. Despite my dislike for Bush, I can see beyond it. It has been shown that during major issues such as a natural disaster or attack that keeping it at the state level just does not work and the military is indeed needed.
There are times when the military really is the answer. Although I am not one to support the Government stepping in or getting in the way of citizens on most issues. These are the type of exceptions that logic and reality prevails.Comment

One of the constitutional tenets that have kept our country "free" has been the lack of law enforcement authority by the military. If you give up the right, you will never get it back.
It is just one more step in creating "George Bush World" in which the citizens have no political rights, the elections are rigged, the media is controlled by the State in conjunction with a few large corporations, and you are force fed bullshit like court TV and soap operas so you will feel good about your miserable situation.........

You would also be free to bunker yourself away from any major metropolis out in the middle of nowhere if you find yourself that concerned about it. Or prepare a portion of your household as a safe environment sealed off from contamination and keep supplies on hand to last for the duration of the problem - which is what the government should be telling people to do, to prepare a safe area for themselves.
The method I've described would permit you freedom and not interfere with others rights. What you are describing on the other hand would remove freedom from all parties concerned.
I will agree that my method requires much more preparation on the individual's part. Government isn't there to parent you in that instance. But would you rather do that or face the very real possibility that once the military is given an inroad to power that they will be unwilling to give it up? Or the even more likely possibility that next time they would be called it wouldn't be for something as drastic as this proposed situation, but instead in time they would be called for relatively minor disturbances?
The government has a tendency to do that in every instance it is given the opportunity to. It's not because our government is corrupt, it is because of the nature of man. Our forefathers had the vision to expect that type of behaviour and set up a system of checks and balances, and keep branches of government forever at odds with one another which keeps our freedoms intact. They're not supposed to work together like one happy family, if they do something has gone wrong and your freedoms are likely at risk. But lately there has been much talk of the "importance" of the various branches of government working together...
The military is a tool for the citizens of the US to use in defending borders. Like all militaries throughout history, it can be a dangerous tool if wielded improperly. In over 200 years here it has never been permitted to do what is being proposed, and it has for the most part fulfilled its other functions well. In that time this country has become synonymous with freedom. I don't think that should change.
