I think that in order to photograph a model they have to reach the age of being able to sign a legally binding contract (the model release). In most european countries that age is around 18. That means that even though they have reached the age of consent for sex, they are not able to legally sign the model release (unless you ask their mother to sign for them!)

Besides the moral implications it is also unmarketable almost everywhere so why bother?
