Web 2.0 mainly has to do with the infrastructure by the servers, but more importantly XHTML, and getting everyone on properly coded HTML so shit shows up correctly on mobile devices.
People tend to refer to "web 2.0" by one, or the other, or both.
Regardless, you are talking about YEARS if ever getting everyone on HTML 3.0 or XHTML over time. Mainly those who need to cater to mobile will be those who adapt.

i prefer the idea of an extention for mobile devices more than web 2.0. no matter how properly coded the html is, content and graphic rich sites will never look good on phones. in my opinion on the only way to provide a site that you can actually use on a phone is by having a seperate site altogether for it.
