          so why do we still have hundreds of homeless still sleepin gin our parks...i dont get it. they ticket an innocent lady but they wont do anything about the homeless.

                  It's a clear violation of an idividual's civil rights.

                      Its like that in some parks in San Francisco. If you have no kids, stear clear of the park - or you get a $500 fine or jail time. They aint playin.

                              So basically the parks spokesman is saying she clearly should not have been ticketing, only people with a penis should be ticketing. That's what I'm guessing.
