Cleaning and construction equipment and materials would be good, but you have to compete with wall mart on some, and that is tuff to do. So, if you have the knowledge, it would be contracting.
Tool rental would be good.
So would owning a fleet of roach wagons (those silver food trucks).
Like anywhere at anytime, a payday advance type place along with check cashing.
Definitely constructin and real estate. Depending on how much fed/state/local money will actually be put in, I'd buy up land like it was going out of style and build all of my buildings on stilts like beach houses.

Those would be very difficult jobs to bid though. Its not like you can throw wood in a grinder and be off on your way. Your dealing with alot of hazmat. Asbestos from old buildings for example. Or other contaminated materials. You have no idea whats in that pile of shit untill you start digging.
If you dont want to get your hands dirty though, equipment rental might be the way to go. Some sort of contractor would be good though.
I'm in NO right now with a friend who's a claims adjuster - it's definitely what I'd be doing if I had a choice! What a freakin' mess...it's SO different to see things first hand. TV doesn't do it justice.
