Web 2.0 mainly has to do with the infrastructure by the servers, but more importantly XHTML, and getting everyone on properly coded HTML so shit shows up correctly on mobile devices.
People tend to refer to "web 2.0" by one, or the other, or both.
Regardless, you are talking about YEARS if ever getting everyone on HTML 3.0 or XHTML over time. Mainly those who need to cater to mobile will be those who adapt.

Stuff like web 2.0 and IPv6 and BPL and other great supposed technological leaps were suppose to already be here now making our internet lives better. They aren't they won't be for years so I'm not worried about any potential "problems" they may cause.
