I was on D.P. and was asking about mobile. Being new it was ignored, and dropped like a stone. I bumped the thread, and was warned a week after bumping it I was in the wrong.

Web 2.0 mainly has to do with the infrastructure by the servers, but more importantly XHTML, and getting everyone on properly coded HTML so shit shows up correctly on mobile devices.
People tend to refer to "web 2.0" by one, or the other, or both.
Regardless, you are talking about YEARS if ever getting everyone on HTML 3.0 or XHTML over time. Mainly those who need to cater to mobile will be those who adapt.
