well, it makes clouds.
the lasvegassun.com has an article stating that clark county contributes $50k a year to utah cloud seeding program. snow melt in utah drains into the river and ultimately lake mead.
therefore, it would be safe to assume that although cloud seeding over vegas will not cause rain or snow, but will instead decrease evaporation rates by blocking out the sun.
reducing evaporation rates seems to be a reasonable explanation.
