Why is it not what you're looking for?, Irfanview will do exactly what you described, it's a very powerful program, just open it and hit "B" on your keyboard to open up the batch modes. In there you will find the button to modify the cropping advanced features.
It's so good I sometimes use it instead of my Adobe PhotoShop.
