IMHO each project should be quoted clearly. Including the files that will be included upon completion.. I, basically include html, psd & fonts if requested by the client upon turnover of the project.
Base on the quotation that was given to you. I think that you deserve to have the psd/html files of the project. A flat image (jpeg/gif) is not worth $350 if you request for the psd/html files. My
