What if he gets more done at home - that's fucked to pay him less.
On the other hand, if he's too distracted at home and gets less done, his pay should be less.

It's hard to pay a software developer based on performance.

Paying him for every task he completes adds unnecessary bureaucracy. Paying him a % of revenue/profit doesn't work as well, because he does not influence them directly with his work.

Also, he prefers a stable + lower over a higher, but more unstable income.

if my employer tried to reduce my pay because I was working at home I would quit.
As long as he's productive Its actually saving you money for him to be at home, and i really do my best work at home with out all the bullshit and distractions of an office environment.

i think gornyhuy's approach is correct, if still stays on track with your projects then he is saving you money,

plus I've never heard of someone making less or more because they work from home.

I've known many people that have work from home it never was an issue, and they worked for very large companies to small companies.

IMHO do a test-period to evaluate his results (performance/produtivity wise) and then come up with an offer

just change the compensation scheme. base it on the daily productions instead.

Personally, I've found that remote employees are significantly less productive.
