There's a big difference between tgp galleries and free sites.
If you're gonna be serious about galleries and submit one or more everyday to the big tgp's, you won't find any virtual plans big enough for it. Go dedicated. -
Check out http://www.serverprovider.com - they can help you pick an appropriate package. Don't get pushed into a big hosting bill right away, let your hosting grow with your site(s).Comment

it really depends how often you submit and where you submit to. you can probably start off with virtual until you get going then move to a ded box when ready.

start with virtual when first starting out, i'd say after a year of hardcore submitting (daily, 2-3 times a day), switch over to dedicated (especially if you are/have been submitting freesites as well.)

You could definately start with a larger virtual account (smaller will end up costing you a shitload with B/W overages) if you are indeed hosting primarily static content. When you need it, moving to a dedicated server will be easy and most good hosts will even move things over for you.
If you plan on doing movie galleries, however, you are best starting out with a dedicated server.
