In this particular case, ICANN has already met with the registry operators for .com, .net, .org, and I think most, if not all, of the other major TLDs. There is an agreement that the registry operators are taking steps to prevent deletions of any Registerfly domains that are either already expired or about to expire (due to expirations, nonpayment, etc) until things are stabilized in one way or another.
It's unclear what, if anything, will be done for the people who owned domains that have already been deleted and registered by others, or for names that were apparently fraudulently transferred from their rightful owners to Registerfly.
ICANN dragged its feet forever in doing anything about this, but are apparently finally taking some steps to preserve stability of the registry. Who knows how it will all pan out.
