Until the day before Katrina's arrival, New Orleans's 350 miles (560 kilometers) of levees were undergoing a feasibility study to examine the possibility of upgrading them to withstand a Category Four or Five storm.
Corps officials say the study, which began in 2000, will take several years to complete.
Upgrading the system would take as long as 20 to 25 years, according to Al Naomi, the Corps' senior project manager for the New Orleans District.
Martin McCann, a civil and environmental engineering professor at Stanford University in California, warns that long-term planning may not account for changes to the risk equation.

They were working on the upgrades, the upgrades would take 20-25 years long after Bush left office. The people of Louisiana and N.O. knew that this could happen. They live in a bowl, and there was nothing the government could do about it except try and make them better, which they were doing. In another article, it stated that the state itself and private citizens were responsible for MOST of the levee's in N.O., not to mention not all of them gave way. If they did, this disaster could have been much worse. George W. Bush isn't the only president to not spend the money on developing the levees. Bill Clinton had 8 years to assist them with this project and he didn't do it either. This is not like winning the lottery. Some of you maybe have no experience in poor neighborhoods but most of the people have jobs. They do acumulate stuff over time and stability. This destroys that. The children lost their schools, their friends and community. You saw on TV what happens when their fragile community is removed. This is hardly going to be a lets give a poor person a new house day.
Also there werer communites with working class educated home owners. People stayed for all kinds of reasons. Stupid in hindsight. But imagine if everything you have was soaked in water for 20 days and then returned to you.

There is no "bright side" to any of this. SOME people DO NOT put the highest value in life on "stuff". To some people family and friends and community and life in general mean a hell of alot more than all the "stuff".
