Ableton
Live will transpose audio, whilst keeping the same tempo.
Recycle is also a good tool for making rx2 loops, then use Reason's Dr.Rex player to transpose the audio.
Any DAW (e.g. Logic Pro, ProTools, etc...) typically has this standard feature.
