I believe my Sonar Pro Studio does that - but I would say that would be a rather expensive solution
Ill see what I can find on the studio boards - some geek out there will probably know

Ableton Live will transpose audio, whilst keeping the same tempo.
Recycle is also a good tool for making rx2 loops, then use Reason's Dr.Rex player to transpose the audio.
Any DAW (e.g. Logic Pro, ProTools, etc...) typically has this standard feature.It's better when you can Switch.

RRRED - do you need the ability to save the MP3 after you transpose it or is it just for while you are belting out tunes with that sexy voice?
If you dont need to save them - there are loads of free trials and winamp plugins that will do the trick - but to be able to save or run the program unencumbered they all want in the range of 20-30 bucks
