No 70% at 95th percentile is more expensive than 100% capped ie. $ amount for 70 mbps at 95th is larger than $ amount 100 mbps capped. So even if I don't use 30% I still pay a cheaper rate.

If you never know when you're going to get hit with more than normal then capped may not be best for you. I know what could be my max plus I always have extra bw avail to me so more than normal isn't a prob for me and hasn't been a prob in last few years besides I can always call up my host to raise cap or simply uncap for the day in the worst case senario. Am sure if you are a good customer your host would help you out too in such rare occurences
