Many countries have offered aid... Heck, even the Canadian army (which is not technically an army but is instead geared for peace keeping / humanitarian missions) was prepared to come down with a minutes notice BUT too bad Bush turned them down.
I would wager that the Canadian Army could be fully deployed with water purification units and safety centers within 24hrs. We can't fight any country but we should can make the booboos feel better pretty damn quick

The Netherlands offered help for the dikes BEFORE Katrin would hit it...They were in NO, and gve suggestions for improvements. However, the ppl in charge there, said the Dutch were to strict about certain issues, and they were thanked, and send away.

I donated money to the swedish aid group "Läkare utan gränser" think they are internationly called Médecins Sans Frontières after they where on Swedish radio telling that they are gathering a team of doctors and nurses to help out. These doctors work for free on catastrof sites all over the world and are doing a incredible work.
Dont know though if they have recived a OK from the american gov to come over and help :S
