Because a large number of the population is black, thats why. Not only that but they are probably lower income then most people and therefore more likely to loot.
I don't believe in racial profiling and all that. I think the reason they are being arrested more is because they commit more crimes. Petty crimes, street crimes, violence.

i am not saying all black people are poor, there is lots of rich black people too..

i'm ranting in know.. BUT if a white person gets caught... doing the same petty crime.. because there is noticably less of it in the white community (where i'm from) the justice system slaps a huge sentance and makes an example out of the white dude..
