If you want to build / strengthen muscles you should lift weights first. Doing cardio later will keep you from getting as sore & you get more fat burning from it. Or you can cardio on a different day.

If you cardio beforehand you won't get as good a weight workout so this is only better if you are trying to tone not strengthen & build. But I wouldn't really say it is better.
