these vague questions are dumb and the answers irrelevant. no one can tell you anything without first knowing your goals, your training routine, intensity and your diet. this is always going to be true of any exercise related question. anyone answering these questions without knowing the details is doing you a disservice and you taking simplistic advice based on absolutely nothing is doing yourself a disservice.
if your goal is to get bigger and gain muscle mass... you might find that you shouldn't be doing any cardio at all for several reason. if your goal is to lose fat and you dont care about muscle catabolism then it matters less.
there is no good answer. your body is a machine. a machine that requires good fuel at all times of the day for proper function, maintenence and repair as well plenty of fluids and rest. you can do a lot of things wrong that affect your ability to achieve your goals. there is no simple answer and if you are going to focus your time on shortcuts and trying to break everything down into simple rules like "good" / "bad" without understanding... then you most likely won't achieve your goals nn matter what anyone says because you will still be missing many pieces of the puzzle.
