wouldn't UPTIME be a blanket statement covering all aspects of something being "up"?
but yet, specifying "network" uptime would be singling out the specificity of the network itself being up...
so, 100% uptime would mean everything overall.....specifying 100% network uptime would be just saying the network is the only thing 100% uptime because they specified "network" in the statement

I remember days of Verio and Cogent, OMG thank god we had nice customers back in 2001, those companies where slow and had problems far to much for our taste. We tossed both of them them in 2002 and got really good bandwidth. Then we got better by combining two premium bandwidth providers together.
Anyways hope this helps explain things to those that didn't know.
