I would have agreed 2 years ago, but I've tended to notice poor management uses issues like this to scapegoat for them running a poor company.
Perfect example is the american car companies. They can complain about wage hiking all they want, but really it was never a problem when they were actually selling cars (not to mention that if they'd done things correctly in the first place the unions wouldn't have aquired so much power).
Any time a major company goes bankrupt look at the lame duck excuses the people in charge tend to give. It's rather amusing that it's never THEIR fault.
