I just love it when people go “Mexico is too corrupt”, and they don’t even take a look at their own backyard. I recommend you read

And we’re not talking pocket change here. But of course, if it’s out of sight it's out of mind, right?
For those of you who cry “I wasn’t even doing anything bad and the cop extorted me with 30 bucks” that is bull shit. You can’t possible say that and expect me to believe it, you either did something bad and avoided jail cheaply or you’re too stupid and deserve to be robbed like that. And I’ll tell you, Mexican jails are really ugly. If the traffic police stops you (it often happens) and you did nothing wrong, you’re doing everything by the book and have nothing to fear, you can tell the cop to give you the ticket, you take it to the judge and make your case, the judge wont make you pay that fine, as simple as that. But on the other hand, if the cop stops you and you carry some weed or something, and don’t want the cop to find out, just be amiable, give the cop some pocket change, and move on.
