Can I use Premiere? I know how to bring in footage from tape but not from DVD.

Hit me up if you want to just outsource the rendering. I know the guys at:

But they will do your videos quickly and cheaply.

Couple programs envolved sorry to say (unless someone has a trick).
Got to rip them to avi, then convert to whatever you want.
Need something like dvd ripper for the avi part.

You should be able to capture the same way. If not, buy a movie box, I have this one:

I use an all in one program called VideoCharge. It's really easy to use and will do it all.
