Give it ten or so years and these "oxygen shares" will be traded on the markets.
China has already spent billions in purchasing oxygen quotas - and some of that was spent where we are now

At least they are aware and attempting to comply - which is more than can be said of the US.
Sure Kyoto is flawed - what isn't? It's a negotiated Protocol among.. think 140 countries who are all haggling over air - the result is going to look like it was created by a govt on drugs, but is a first level attempt to clean up crap.
