The Autoblogger Pro Power Tools do it ... they import RSS2blog campaigns for people that want to upgrade from that software, have the ability to scale out WP and MU-WP installs, put them automatically into ABPSA, etc.

They don't have an interface right now that I'm comfortable "releasing," though. They're just a collection of scripts that I've needed myself ... I run them from the command line.
