Just a stigma. I personally wouldn't do much business with anyone outside of US and Western Europe. Laws and such really sems to change when you start dealing with certain eastern euopean coutries. Perhaps it's easier to get cheated.

While not Russians as a whole, but a number of Russian webmasters flood my mail boxes about 50-100 times daily. Luckily all end up in spam, still annoying. Also there is a stigma of people claiming to be shammed.
I'd say it ranks up there with some of those countries like China, and in that same general area where you have some dude hackers constantly attacking your site trying to get in, and so forth. But their home countries do nothing when reported.
Hate's a strong word. However, I definately would think twice before ever doing business.
