Do you have this original contract that says exactly what the $500 was for and what you would be getting for the 50/50 partnership? If you don't then it's just your word versus his, and to be honest, it's not looking too good for you. And the fact that you are using his banners for your other projects and not sending to the original tour you both agreed upon, shows that you breeched the original contract, if indeed there is a contract.
Fletch does good work and while alot of people don't understand the design business, it takes alot of time and creative ability to keep coming up with something that is unique and fresh. When he originally designed the site for you, it was uniqe and fresh and converted. Don't downplay the fact that he is a good designer, after all, you are still using the banners he designed.
