It's basically illegal to ship used panties. They are deemed a "biohazard" due to the bodily fluids they have on them and therefore, most couriers like Fed Ex, DHL, USPS, etc will not take them. If you mis-lable them to get around the fact that you don't want them to know they are panties, and they open the package for random inspection, you're up shit creek.
