The effects to other people come up when those riding without a helmet also do not have insurance or enough insurance to cover their medical costs when they do not die instantly from the crash. Same thing goes with seat belts, the severity of ones injuries are typically reduced or removed when wearing one and thus less medical costs.
While I may not agree with the laws and feel there are other alternatives to them. I can see the reasoning behind them. Personally I will not even start a vehicle or wait for someone else to start it before I put a seat belt on though and it has nothing at all to do with any potential fine. This goes even if I only plan to back the car out of the drive way into the street and turn it around to pull in a different direction.
