I do think they are capped at a given number.
Oddly enough though one of our members area has a PR5 though we also have strongboxxx in place just in case its due to link popularity that we did not cause. -

There is a school of thought that says that links to adult sites don't count as much as they do to mainstream sites. The reason is this:
A few years ago, you could get a high PR and rank an adult site for non-adult terms. To fix the problem, they put in a filter that didn't count links as well. Therefore, a PR4 in adult, may be what a PR5-6 is worth in mainstream.Comment
