                Several reasons. Religious oppression, male to female ratios in the area, income, etc etc.

                Lets say City A has 1 million people in it and converts around 1 in 100k but City B has 100k people in it and converts around 1 in 5k... more people doesn't necessarily mean more sales. China is a good example lol.
