Not exactly. PayPal doesn't allow you to "load" from a credit card like ePassporte does. You can only "load" PayPal from a bank account.
What you can use the PayPal-with-ePassporte for is to pay at places where they accept PayPal but not ePassporte (which are many places!).Comment

yes you can load epassporte using your debit card provided by paypal.
however you cant load your paypal using epassporte's visa.Comment

I've tried adding my epassporte card to my paypal account a few times and also a few minutes ago and it always gets denied (when I use the virtual card. When I use the electron card # I get
"You have entered an invalid number or partial credit card or debit card number. Please check your entry and try again."

Ah, I didn't realise there was that extra condition.
I'm pretty sure I could when I first signed up with Paypal, but right now they only allow me to load the account with a bank account.
I can still pay someone via CC so I'm not really sure what the benefit of loading in advance would be (apart from money laundering)Comment
