That's a bit harsh.
As DeanCapture said, unless it was agreed beforehand, the model is entitled to nothing except a paycheck once the model release is signed. Shots from the shoot are the property of the photographer and it's up to his or her discretion whether he wants to give them to the model. Of course it's usually not a problem at all, we're usually more than happy to, but if someone gave me lip and tried to tell me what I could or could not do, that generosity would evaporate faster than her job prospects.
Personally, in this scenario I would do what auscguy recommends, Photoshop her, watermark the shit out of the shots, then send them with a compliment slip.
