If you are looking for open source then Joomla is the best out there, it may not be the most user friendly but that is mainly because it can do so much and beginners find the admin overwhelming.
It really depends on what your requirements are, Joomla would be overkill for a site that needs a news section and a few static pages, for that there's stuff like websitebaker.
