I saw that too and thought I must be reading it wrong. I can't see any benefit for this. Am I missing something? There's too much work involved to give it all away for nothing.

same here i couldn't figure it out. it's only an 80% processing fee on a succesful purchase! sign me up now!!!!!!

The surfers does not enter any mean of payment. He just says "ok, I'll pay, send me the bill" and gives its phone number for verification. Then the guys send him a bill by snail mail and try to get the money. Takes time, I heard over half the people do not pay and they need the help of debt collectors.
All this plus the months involved explain the ratio.
For me it's a good option to add at the end of your cascade, when everything else failed.

might as well use 1-900 billing, you will end up netting more on a end user charge that is less than half of what CML charges the user
