It comes down to this, if Google gets to the point that they are doing manual reviews they can discover everything.
On our 50C dedicated server [50 IP's on 10 Class C's (5*10=50)] we recommend using one NS per Class C. That is sufficient for now.

i currently have various servers with 21 ip's on each server spread over 3 different class C's on each server. i have multiple domains on each ip, but just create virtual nameservers, hence the crossover in the nameserver ip's.
