Depends if the seller you bought it from had the criteria to be under PP's fraud protection program (they have to have 50 positive feedback, at least 98% positive). Unfortunately in your case that doesn’t even matter as you only have 45 days to make the claim that you did not receive your item. If you paid with PayPal via a credit card, you can do a chargeback to get your money back though depending on the amount it may or may not be prudent for you to go that route.

As Psycho_x said though definitely ask for customs papers, or anything else (receipts), that the guy got from the Post Office or his shipper of origin. He’ll have receipts, if he claims he doesn’t he’s frauding your ass.
